- Preheat oven to 350°F (175°C) and prepare an 8-inch round cake pan by lining with parchment paper and greasing sides.
- In a large mixing bowl, combine flour, baking powder, sugar, and salt. Whisk until well blended and free of lumps.
- Cut butter into small cubes and work it into the dry mixture until it resembles coarse crumbs.
- Make a well in the center, then pour in milk and vanilla. Stir gently until just combined.
- Pour the batter into the prepared pan and level it. Sprinkle demerara sugar on top if desired.
- Bake for 35 minutes or until a toothpick comes out mostly clean and top is lightly golden.
- Let the cake cool in the pan for 15 minutes then invert onto a wire rack to cool completely.
- Slice strawberries and toss with granulated sugar. Whip the heavy cream with vanilla until soft peaks form.
- Spread whipped cream over the cooled cake and top with sweetened strawberries.
