- Preheat your oven to 400°F (200°C) and prepare the muffin tin.
- In a large bowl, whisk together the flour, baking powder, and salt.
- Combine warm water and olive oil in a separate bowl, then mix into the dry ingredients.
- Fold in minced garlic and chopped rosemary until just incorporated.
- Grease the muffin tin and fill each cup about ¾ full with batter.
- Sprinkle sea salt on top of each muffin if desired.
