Step‑by‑Step Instructions
  1. Preheat your oven to 350°F (180°C). Gather your cupcake liners in a cupcake pan.
  2. Whisk together all-purpose flour, cocoa powder, baking powder, and salt in a mixing bowl.
  3. In a separate bowl, whisk the eggs, granulated sugar, vegetable oil, milk, and vanilla extract until smooth.
  4. Gradually add the dry ingredients to the wet mixture, folding gently with a spatula until just combined.
  5. Scoop the batter into the cupcake liners, filling them about three-quarters full, and bake for 18-22 minutes.
  6. Remove the cupcakes from the oven and cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
  7. Melt the milk chocolate chips in a saucepan over low heat. Mix with softened butter and cream cheese until smooth.
  8. Gradually incorporate powdered sugar and cocoa powder to achieve a thick frosting consistency.
  9. Frost each cupcake with the chocolate cream cheese frosting, then sprinkle crushed Oreos on top and add gummy worms.
