  3. Lay a flour tortilla flat, layer warm roast beef and shredded cheese, then roll up tightly and place seam-side down on a plate.
  4. In a small bowl, melt butter and mix in garlic powder, onion powder, and dried parsley. Brush the roll-ups with this butter mixture.
  5. Pan-fry or bake roll ups. For pan-frying, simmer for 2-3 minutes per side until golden brown, or bake at 375°F for 10-15 minutes.
