Method
 

Step-by-Step Instructions
  1. Preheat your oven to 375°F (190°C) and grease a 9x13 casserole dish.
  2. Sauté diced onion and chopped green/red bell peppers in a large skillet for 5 to 7 minutes.
  3. Add ground beef to the skillet and cook until browned, about 8 to 10 minutes, breaking it up as needed.
  4. Drain excess grease, then lower heat and mix in cream cheese, garlic powder, salt, and pepper for 2 to 3 minutes.
  5. Spread the beef mixture evenly into the greased casserole dish.
